Can't you just turn on "boot from usb" in your bios?

boot into safe mode

log in with the administrator account

change the password for the account you normally log into via users in the control panel

Depending on your motherboard you can hit F(number) and a boot menu will come up, on mine I think it's F8 and a device list to boot from pops up and I can select any drive plugged in. That might only work (to boot from usb as someone suggested) if your USB drive is formatted as bootable, I can't quite remember.

oh yeah - FYI, this is just the software to make a bootable thumb drive, you will still need to source an app you can use - Take a look at the latest version of Hirens

Thx Hermitech, whatever you said made it click for me... anyway.. in the end I use the active password changer and that has an easy USB boot option and even easier reset password option.
