Here's the forum logic that's going on ACB - Board Members ( (Formed 1994 - Keating Government) is interpretting the National Classification Code (2005 - Howard Government) section which states "that anything that describes or depicts a person who is, or appears to be, a child under 18 (whether the person is engaged in sexual activity or not) in a way that is likely to cause offence to a reasonable adult is Refused Classification." to not allow small titties in porn.

So basically this blurs the whole "turnng 18" line. Granted, laws based on arbitrary age are stupid to begin with, but you do need a written line somewhere for that purpose. But this just allows someone to be prosrcuted based on someones opinion, bias or prejudice, and usually it's going to have some religious bigotry involved.
This also means you'll end up with situations where a girl as shot is okay to take photos of, but airbrush the shots and make her look younger and suddenly the photo is contraband.
