Apparently in Nigeria they arrest cows.

NIGERIAN police have arrested a cow that killed a bus driver who was urinating on a highway, a police spokesman said.
The horned African cow, which was wandering stray in the Ojo district of Nigeria's biggest city Lagos, also injured several bystanders after killing the man.

Same as Australia. They can get done for criminal activity and torts etc. Only thing is you can't put a company in the slammer so they hit em with nasty big fines.
