On the front page of the usage meter, funnily enough, under a heading that says "Unrated Usage Meter" it says:

An unrated usage meter was introduced in December 2001 to better help you manage your usage every 60 minutes. Unrated usage is usage that you are liable to be charged for under your contract (i.e. usage that will be debited against your monthly usage allowance) but that has not yet been processed and entered into our billing system
