Oh tried a third time and it worked.

It's asking me if I want to "update carrier settings"? Is it possible that if you dont update carrier settings, you'll be able to tether regardless of which network you're with?

Or it could work the other way Billy, by default you might not be able to connect to any but if you update it will know which ones you can connect to. I'm not sure though.
