Maybe if you explained what you're trying to tunel we might be able to tell you what you need.

i assume you want to do something mundane like tunnel msn/icq/aim/irc over http?

SSH is great for tunnelling ports over SSH ... try putty on win32, or just use ssh from command line in *nix.
