ie:

www.google.com - doesn't work
google.com - doesn't work
http://www.google.com - works

qgl.org - doesnt work
www.qgl.org - doesnt work
http://www.qgl.org - works

what:
browser
isp
router settings
tcp/ip settings

do any other computers at the same location work fine or are they stuffed too? If he only has one, take yours to his house & try, or take his to your house.

its a laptop running windows XP. browser is IE. SP2. Its a software problem because none of the other computers in the office do it. I have a feeling its a registry key problem but im not sure.

edit: Router / ISP: Not sure - its on a wireless network though. and http://google.com does work.

I doubt it. When your browser makes a DNS query, it doesn't send the 'http' anyway as it's not part of the domain name.
