I have an electric treadmill but it doesn't go very fast and I doubt any normal one would go fast enough. I'd say you'd need to make a custom one persay.

While wind tunnels have been used to design cars for years, the results can be affected by the fact that the ground is still. This machine solves that problem, in truly dramatic and dangerous fashion. Does anyone else see the retardedness?? |

going by comments on the article, that was a photo of the rolling floor mechanism being tested prior to installation. (in the floor of a wind tunnel) So its not quite as bad as it looks.
Id say they dont use a dyno cause they want to see some movement across the belt as a result of wind rather than have it strapped to the floor and just have its wheels spin. |
