Sounds fine to me...i think they're probably just trying to take some pressure off the cops who have to go and break these highschool parties up every weekend.

Unfortunately, it seems that the only way to make some parents take responsibility for what their kids do is to hit them where it hurts, the wallet.

I don't know how effective it'll be, since 'out of control'(lol) teens, by definition, don't listen to their parents anyway...

And don't always have wealthy parents either...
