http://gimp-win.sourceforge.net/ Gimp is a free, open source alternative to photoshop. It's not as polished but should serve for the vast majority of your needs.

For your basic needs, you can get picasa which organises your photos and also allows you to make adjustments to them. The commercial alternative to picasa is adobe lightroom. I personally recommend lightroom, but for a free app, picasa produces some seriously kick ass photos.

Novices really don't need to use photoshop at all, it's only when you get into the nitty gritty of photo editing when you may start to need it.

picasa's pretty damn good, the upload to a web album functionality is the easiest thing I've seen but I'm sure its touchups is what youre after

if you need to ask whats a good editor, than photoshop is out of your league. dont listen to trog, gimp is crap. sorry trog. has massive issues with exif and printing, and compression artifacts when printing large format (A1) such as poliectroica.

try paint dot net.

yes gimp is troublesome
but might be good for someone who hasn't been spoilt by more friendly UI

i think gimp's UI hates me as much as i hate it

I think most people hate you, disregarding whether you hate them or not

Haha ... what a f***ing useless comment! Though I can't tell if you're just trolling because my sarcasm-o-meter is broken after reading so many threads on this forum.

So GIMP has problems with f***ing obscure features like printing A1 pages and handling EXIF as you say. Who cares .. I didn't even know what EXIF was until now nor that you could even do A1 printing and I have used the program heaps.

I also doubt most people who just want a "photo editing" program give a s*** about those obscure features either. Especially as in this thread, when they ask "does photoshop have airbrush?". Obviously they aren't multimedia gurus who need advanced features.

DESPITE THIS, the GIMP has a completely cluttered and annoying UI that I just can't get used to. I find GIMPShop isn't much of an improvement. In the end it still does the job.

Gimp, if you want the full artistic experience, wear a gimp suit whilst using gimp on ur pc!!!

I'd say PS hands down wins, if your new...take the time to learn it, its well worth the initial outlay of time.
