No, you will not need to contact MS to get a new CD code. At the most, it might want to duck out and re-activate itself. That is worse case scenario, and I have only seen it happen with communications hardware. Therefore, changing Vid card shouldn't have any effect on your OS installation.

If you change the motherboard/cpu you'll probably run into problems. Simple fix is to do a repair install so you keep all your configuration, installed programs, etc..

Changing your video card will not be an issue.

warezed version of xp corporate don't need activation and you can change as much as you like, legit shop bought ones sometimes have a cry if you change certain bits of hardware.

Sometimes you can get away with it. I believe it also depends on whether you have the retail version or the OEM version. I had the OEM version and apparently it's quite picky as to what hardware you change and the retail version was supposedly less picky.

With my OEM version you could change 1 or two minor things without it crying too much but just be aware that every time you do change something and need to reactivate it changes your hardware hash and 3 different ones MS will ban your key like they did mine. You then have to ring up some customer support bulls*** and jump through a few hoops (or something) and get a new key.
