1) wwitv.com is a very old website, so it's nothing new. According to archive.org it has been around since 1998. I used to watch chinese tv channels years ago through wwitv.
2) The channels are broadcast by their owners, not by some third party, so there's nothing illegal here. wwitv just collects the links to the streams from various sources.
