My fiance wants to touch a few photos from a recent. She hasn't really done it before but wants something a little better than the office picture viewer but not as full on as photoshop. Whats decent these days? i used to just use paint shop pro back in the ole days.

Most digital cameras come with some kind of newbie click & go photo retouch software for redeye & other enhancements. I think my scaner also came with something similar. Hell even my photoprinter came with something I think. There's no shortage of free photo software with recent hardware. Check your cds?

Depends what she wants to do, if it's just remove red eye and brighten up images and the like or crop them, rotate etc, you can't go past picasa2 from google.

alot ship with photoshop elements. + theres lots of tutorials on the web.

ctrl+pagedown in mspaint for lyfe yo

Picasa2 is good, ACDSee is alright, Photoshop Elements and Photoshop Album... Microsoft Digital Image Suite... There are stacks.
